Where is it? Well, it is not in an entirely different universe, only a different aspect of ours. It is partly a physical world, but is much more abstract than ours.
It is populated by nonhuman Entities that hold immense power. Their actions, great or small, directly impact OUR world.
The beings know of this power, and are aware of its significant consequences. So they have developed a system of government, in which their members work to keep our world in balance. These beings are not immortal, but some live incredibly long lives.
